The need and barriers to consolidation of pilot laws for the Electricity Act in the process of building
low-entropy crisis electroprosumeric resilience
COVID-19 pandemic and the war in Ukraine considerably accelerate the change in a world order clearly seen from the beginning of this century and entailing the immediate need to build low-entropy crisis electroprosumeric (energy) resilience. In our Polish reality this situation needs extraordinary acceleration of works on pilot laws for the Electricity Act: an Access to Information Act, a Technical Markets Act and an act concerning the principle of KSE resources sharing. And the most effective method of this acceleration is their consolidation. But it cannot be the ad hoc political consolidation. There is a need of a fundamental unification of two transformation systemic orders: the descending one of the large-scale fossil fuels power industry and the emerging one of electroprosumeric markets. Such unification reduces the threat from demons that come to life now in the world and in particular opposes the new offensive of paramilitary nuclear power industry and the escape of societies to anarchistic freedom (i.e. the freedom without efforts and responsibilities but with a consent for the authoritarian-oligarchic political model). At the same time this unification reinforces the social market economy that all together means in practice consolidation ensuring the smooth and lasting for three decades reconfiguration of KSE resources on transition trajectory realised in an “on → on/off → off grid” process mode.

BUILDING OF ELECTROPROSUMERIC RESILIENCE.
Hybrid and modular solutions in front-ends with critical loads
Energy transition is a process that will last for at least next 30 years. The process in practice is the replacement of fossil fuels (WEK-PK) descending markets with the electroprosumerism ones, realised dynamically (spread over time) in the marginal costs environment (electroprosumerism markets). Solutions are needed that will allow smooth taking over successive areas as they transform, reducing at the same time the risk of stranded costs. Especially that these costs in most cases must be borne by electroprosumers (private persons, MSMEs, local government entities – JST) from their own resources. Discussed is here classification of loads and end-users in view of their role in increasing the electroprosumeric resilience as well as the advanatage of solutions in the form of hybrid and modular systems that allow coordination of actions in many areas, implemented in various phases of the given (electroprosumeric) transition trajectory and often having different periods of execution. Analysed is the marginal cost incurred in connection with building of electroprosumeric resilience on the example of OK1 front-end equipped with PV energy source and a battery.

INDUCTION BOILER IN A HIGH-TEMPERATURE DISTRICT HEATING NETWORK. Industrial model testing
The need to reconstruct high-temperature heat exchanger centres of district heating networks on a transition trajectory to electroprosumerism markets was a basis for a decision made by ELKON company to begin industrial testing of an induction boiler. Presented are results of the research on energy efficiency of such boiler of the up to 200 kW output. Conclusions of this research, concerning the shape of magnetic field and inductors, served to begin the building of a functional prototype (under construction). High operational efficiency of such induction boiler in the RES re-elctrification environment became an argument in favour of potential extension of its application going beyond high-temperature heat exchanger centres of district heating networks. Controllability and thermal dynamics of an induction boiler itself and a heating system equipped with it speak especially on behalf of making use of that type of boiler for dynamic high-temperature heating of industrial halls resulting in reduced demand for heat. Moreover, a new prospect is underway, concerning practical application of the discussed induction boiler for heating of residential as well as administrative and service buildings. Presented are also possibilities of practical induction boiler application in industrial high-temperature installations using thermal oil to stabilise thermal technological processes that – in view of currently used technologies – becomes a breakthrough transition to electroprosumerism in an industrial environment. The perspective of induction boiler application in heating installations of residential, multifamily as well as administative and service buildings is described in the conclusion of this article but the Authors intend to give more detailed description of this subject in the next Bulletin PPTE2050.

CONVERTERS DESTINED TO WORK IN WSE SYSTEMS OPERATING IN THE ON/OFF GRID MODE. Designing process
One of the current aspects of RESs application is their cooperation with low voltage DC receivers. The solutions can be either of “off grid”, “on grid” or “on/off grid” nature. Like in every modern technical solution we also strive to minimise costs and achieve maximum efficiency with simultaneous preserving the simplicity of construction. However, taking into account the specific characteristics of receivers i.e. low voltage levels (usually 12 or 24 volts due to application of standard batteries) and relatively high current values (sometimes on the level of several dozen amps) meeting all the above criteria is quite a challenge for designers.

Electroprosumeric transition engineer in a Silesian rural municipality
Electroprosumeric transition engineer that can potentially be Energopomiar Elektryka will play in the years to come a substantial role in building of the JST units crisis resilience. This role is discussed here on the example of an engineer’s actions for a rural municipality beginning the building of its electroprosumeric resilience. From this condition there arise high requirements that must be met by a transition engineer at the very beginning of cooperation. Presented is the characterisitics of the Municipality including its spatial development plan and the past “achievements” in the range of building its own crisis electroprosumeric resilience. Estimates were made – in the first iteration loop – of the Municipality TETIP transition wih the help of the JST electroprosumeric resilience process analyser. Characterised is a profile of a specialist possessing theoretical and practical knowledge as well as understanding of the TETIP rules. He must also have interdisciplinary technical competences indispensable to be applied in electroprosumerism markets, a knowledge of well understood principles of social market economy and also very important and essential for realisation of this breakthrough undertaking social non-technical competences ensuring effective cooperation with participants of this transition in a JST front-end which are local electroprosumers and micro- and small entrepreneurs. Shown are the first experiences of Energopomiar Elektryka – the potential engineer of municipalities energy transition to electroprosumerism.

Environmental impact of 400, 220 i 110 kV overhead power lines – selected aspects
In this paper, analysis of various elements related to process of power network infrastructure development planning in aspect of environment protection followed from national law regulations is shown. National legal regulations concerning environment protection, which describe environmental aspects of preparation and construction of power investments, are discussed. Potential spectrum of negative environmental impact of power network investments are shown. Special attention to interaction of electromagnetic fields of overhead high voltage power lines and their influence on people health is paid. Solutions which maximum limit interference of network investment in the natural environment are presented. They include: proper location of network investment, restriction of area occupied by network investment, utilization of solutions and technologies which limit impact on the natural environment. Proper location of network investment has key importance in aspect of minimization of potential negative impacts of investment on the environment.
